General Description: User can create and manipulate all manner of ice and it relations, including snow, frost and hail. They are able to shape it to their will; creating weapons, structures, and generating accidental weather phenomena.
D-Rank: At this stage, Hale is able to create a thick layer of frost on whatever surface he touches. While he may use his hands as the main conduit, he can use any part of his body that is in contact with a surface. Hale can create thin layers of ice over the surfaces of fluids such as water, as well as chill someone with his touch to the point of feeling like they have been outside in a snowstorm (but not to the point of frostbite). He has a cold tolerance down to 14F.
At this stage his conscious control over it is minimal, and his emotions influence what happens quite a bit. Anger and fear are the biggest triggers to his powers being used out of his control at the current extent that they exist.
C-Rank: With this stage, Hale can give people severe frostbite with a single touch, or induce hypothermia in them. He can completely freeze water in a matter of minutes (dependent on the depth), as well as make metal brittle by freezing it. Hale can induce electrostatic attraction between particles of snow and hoarfrost to pull them together into either defensive walls or other simple shapes. Due to being an extent of his powers, they hold together much stronger than regular electrostatic and can withstand a few solid blows before falling apart. Hale can create weaponry that currently consists of simple shards of ice no longer than 7 inches, or balls of hail no larger than a quarter to throw in a spray pattern. He can now tolerate temperatures down to -4F with no consequence.
By now he is beginning to master his powers, and while extreme feelings of rage or fear do still trigger events he can reign them in faster. The air around him always seems to be a little chilly however.
B-Rank: The frostbite he can induce with a touch is now severe, causing instant irreparable damage to the afflicted area. He can freeze any liquid within seconds, and can even completely freeze the fluids in the human body. Metals and plastics can now be frozen thoroughly to the point of snapping with ease. Hale can lower the temperature in a 5m radius area around himself up to -40F. Along with this he can manipulate atmospheric drops in pressure to make breathing difficult, depending on how fast the temperature around him drops. In turn Hale can cause electronics to malfunction with a touch or a focused thought by causing them to freeze to the point of malfunction. At this point, Hal can influence heavy snowfalls and polar vortexes to form, but has no control over them and they are left to nature to decide the path and duration of the storms. Hale can form ice of varying thickness on any surface and shape it, both his own created ice as well as naturally formed ice, into various structures; including both melee and projectile weapons (ie small shards of ice that fling towards targets like a flurry of arrows). He now has greater control over the precision of his projectile weaponry.
Hale does not naturally slide on ice anymore, and can choose if he walks on an icy surface or slides. He is now completely impervious to cold and no longer is effected by temperatures below freezing. He is able to create tremors in ice and form "ice-quakes" in thick layers of ice; splitting, shattering or otherwise rupturing fields of ice through his control over the ice molecules. The ice he creates continues to get stronger and more resistant to things such as fire, taking longer to melt but never being impossible to do so.
A-Rank: At this stage he can alter atmospheric pressure to vast degrees, creating violent drops in temperature and air pressure that results in suffocation of anything within 1km of him. Hale can start to influence the generation of powerful hailstorms, snowstorms, and blizzards on accident, which are still beyond his control should they form. This influence can sometimes also increase the ferocity of such storms already happening. He can freeze people solid in seconds with the briefest of contact. He can make everything beyond just metal and plastic fragile and easy to snap with cold, and can also affect fuel, causing it to be more viscous and near frozen solid (though this requires intense focus and can be draining). Hale can now form far larger and vastly more durable structures out of ice, can encase/entrap objects and people with ice, and form intricate weapons and highly durable shields from ice. He has gained a telekinetic bond with the element, and can freely move chunks of already present ice and snow with his mind. If he drops temperatures low enough, he can freeze the water droplets in the air and generate patches of temporary ice fog.
Hale can freely pass through ice as though it was just water, regardless of how thick it is.
S-Rank: At this point Hale can violently and suddenly drop atmospheric pressure to instantly freeze and kill every living thing within 1km radius of himself through his ice generation. He can suffocate people at a whim with this pressure drop as well, either en masse or targeted individually, through affecting their personal space specifically. Hale can fully encase himself in ice and survive, and opt to either remain conscious or enter a hibernation like state. This ice is quite durable and very difficult to chip away at or melt, rendering him a protective shell. It can be broken with persistence. He can drop temperatures low enough to completely freeze fuel, though this act can leave him feeling drained afterwards as it requires quite a bit of focus and energy. The air around him and the touch of his skin is noticeably and permanently chilly.
With his strength and control over his powers, Hale can teleport himself between patches of ice up to 1km away, though this requires there to be ice where he is going. He has a general sense of where possible locations may be when doing this, and will always arrive in whatever ice is closest to his goal.
